Why was Carl Edwards car impounded?

If the lid of the oil cooler was off, couldn't the officials due take a cellphone picture or something? Why do they have to take the car anywhere? Do they do that for cars with restrictor plate or other violations?

The officials pine for to see if this was intentional or if it is a design flaw or if it was just incorrectly put on the cooler by a crewman.

Does anybody know why Carl Edwards #99 car is not being tested in the Dyno?

He won the get a wiggle on so I figured they would definetely test him...anybody know why not? Very recently wondering like some others.
